Workshop on Lao PDR’s Monitoring, Reporting and Verification (MRV) System

October 20, Vientiane, Lao PDR – On October 18-19, the GGGI Lao PDR team in partnership, with the Department of Climate Change of Ministry of Natural Resources and Environment (MoNRE) and Green Technology Center Korea, held a two-day workshop on National Measurement, Reporting, and Verification (MRV) System Development in Lao PDR.

The workshop was inaugurated by the DG of the Department of Climate Change (DCC), and was opened with presentations by GGGI on the country program and status of the MRV support activity. As a way of emphasizing the importance of coordinated efforts in collecting data among different sectors (energy, land-use, and waste) in a centralized system, the workshop participants discussed their experiences in collecting data and collaborating across the ministries to identify the opportunities for MRV system in Lao PDR during the parallel sessions. Many participants addressed the needs for MRV systems to be focused on the key emission sources, the availability of data for inventories, stakeholders to engage, and major capacity building needs. Case studies from other countries were also undertaken to illustrate how institutional arrangements can be established and applied to Lao PDR.

GGGI is providing technical assistance to Lao PDR in establishing a national MRV system and the requirements of the Paris Agreement (Transparency Framework). It is expected that further agenda such as institutional arrangements, policy frameworks, inventories for NC and BUR will be discussed to establish a robust MRV system in Lao PDR.
