UGANDA ON TRACK WITH IMPLEMENTATION OF ITS GCF READINESS PROJECT

A Team of 12 Ugandan senior officials from the National Designated Agency and the Inter-Ministerial Standing Committee were dispatched in Ethiopia for week-long learning sessions on “Strengthening the role of the Government of Uganda in mobilizing Green Climate Finance resources”.

The roles & responsibilities of the Climate Change Finance Inter-Ministerial Steering Committee are to strengthen the proposed roles to reflect/align with existing mechanisms of for instance generating a pipeline of projects within mechanisms such as the Sector Working Groups, Development Committee, and proposed climate committee.

Cognizant that Ethiopia has been successfully supported by the GCF through a Readiness Preparation and Support Programme, the Ugandan NDA seeks to engage its peer with the view to:

1. Build the capacity of its NDA to improve readiness to access GCF climate finance;
2. Strengthen the NDA to support interested potential National Implementation Entities (NIEs) to get accredited as Direct Access Entities (DAEs) for GCF finance;
3. Establish strategic frameworks to involve stakeholders including Government Ministries Departments and Agencies (MDAs), private sector players, civil society organizations (CSOs), and development partners to be engaged in strategizing on how to access GCF finance for climate change activities.
4. Establish the modalities around the establishment of the Climate Resilient Green Economy (CRGE) Facility through which climate finance will be channeled to the priority projects.

With the aim to build a pipeline of projects, there was the need to visit green industrial parks to learn the considerations involved and lessons that could be drawn for the Uganda Country Programme. The GGGI Uganda team met with the Ethiopia NDA staff and GGGI Team in Ethiopia to conduct visits to private sector firms implementing Green Growth investment projects and interact with the Climate Resilient Green Economy (CRGE) Facility team, among others. They shared good practices of engaging various stakeholders (MDAs, private sector, civil society organizations, and development partners) and identified the means and ways of actualizing these practices in Uganda.

At the end of the mission, GGGI anticipates that Uganda will have a strengthened country capacity by enhancing coordination mechanisms and No Objection Procedure (NOL) following multi-stakeholder input, and support the NDA to establish a broad-based multi-stakeholder engagement process. The team of experts will also benefit from hands-on experience in ensuring social safeguards for projects during initiation & implementation.

The project’s five major outcome areas are: (i) country coordinating capacity strengthened; (ii) enhancing stakeholders engaged in consultative process;(iii) Direct Access realized (Accreditation); (iv) Access to finance (Preparation of Concept Notes & Project Pipelines) and (v) Private sector mobilization.

It is expected that under the implementation of the 2-year Readiness and Preparatory Support project, Uganda will generate a pipeline of projects that can obtain direct funding from the GCF.
