Liliane Uwanziga Mupende

Ms. Liliane Uwanziga Mupende is working with GGGI as the GCF NAP Project Co-ordinator. She joins GGGI coming from her role as the Project Manager for NOBELIA, an upcoming high performance, low energy green building located in the CBD. Prior to this for close to 3 years as the Chief Executive Officer of Ultimate Developers Ltd. (2015- 2017), she led a dynamic team in the company’s ambition to rapidly transform the real estate sector in Rwanda by executing Vision City Phase 1, the largest residential neighborhood in Rwanda. She transitioned into the private sector from a planning and regulatory background having worked for the City of Kigali for over seven years.

In her role as the Director of Urban Planning and Construction One Stop Centre at the City, she contributed to initiatives towards the sustainable growth of the City of Kigali. Through the implementation of the Master Plan, building control regulations and other relevant laws and regulations that govern construction in Rwanda, she played a part in addressing the challenges of rapid urbanization. At the backbone of this was fostering an investment climate by ensuring compliance with the clients’ charter and guaranteeing better service delivery.

Liliane served as a board member on the board of Rwanda Utilities Regulatory Authority (2013-2017), and is currently serving on the boards of Rwanda Transport Development Authority and Rwanda Institute of Architects.

She graduated from Makerere University, Uganda with a Bachelor’s Degree in Urban and Regional Planning (2002) and University of Twente, The Netherlands with a Master’s of Science in Geo-Information Science and Earth Observation for Urban Planning and Management (2011).
