James Sheppard

James Sheppard is a Specialist in the Impact and Evaluation Unit. He leads thematic evaluations and impact pathway reviews that generate evidence of GGGI’s impact to inform organization learning, improvement and accountability. James joined GGGI in 2015 as the Head of Governance and Outreach, supporting the Assembly and Council’s oversight and decision-making processes, coordinating engagement with UN member states and regional integration organizations, as well as developing and implementing policies for information disclosure and observer participation. Between 2017 and 2021, James worked as the Head of Partnerships, deepening engagement with current and prospective resource partners, developing and overseeing business processes and supporting systems guiding the design of earmarked-funded program and projects, as well as advising program teams in the design of project theories of change and logframes. Prior to joining GGGI, James worked at the OECD, World Bank and Revenue Watch Institute (now Natural Resource Governance Institute). He holds a Masters of Public Administration from the London School of Economics and Political Science and Public Policy from the National University of Singapore, as well as Bachelors of Economics and Asian Studies from the University of Western Australia.
