The Status of Monitoring, Reporting and Verification of Nationally Determined Contributions to Climate Actions in Myanmar

This report provides an assessment of the Status of Monitoring, Reporting and Verification (MRV) of Nationally Determined Contributions (NDCs) to Climate Actions in Myanmar conducted in late 2016-early 2017. It outlines what the MRV expectations are under the Paris Agreement, and reviews the basic principles and best practices of MRV of greenhouse gasses emission reductions and the tracking of international support to achieve these actions. This report describes the results of a detailed stakeholder and situation analysis conducted by the Global Green Growth Institute and the Ministry of Natural Resources and Environmental Conservation (MONREC) to assess the current MRV capabilities in Myanmar to meet its obligations under this treaty.

As with all Parties who have ratified the Paris Agreement, Myanmar will have to MRV its climate actions as disclosed in its Nationally Determined Contributions. In preparation of GGGI’s mandate to build an MRV system for Myanmar’s NDC requirements, the stakeholder and situation analysis was conducted through a series of interviews with government staff, domestic experts and international organizations that are currently active in supporting climate change mitigation and adaptation institution building in Myanmar.  The stakeholder and situation analysis presented here identified several areas where Myanmar needs additional support if it is to meet its MRV obligations under the Paris Agreement
