Background

Peru’s NDC contemplates progressive implementation of necessary measures to achieve a 30% reduction of GHG emissions by 2030, when compared to the business-as-usual scenario. At the same time, the NDC focuses on strengthening Peru’s capacity to adapt to the impacts of climate change. Twenty percent of the reduction target is unconditional and will be financed with public funds, while the remaining 10% is conditional upon funding from the international cooperation. In 2020, Peruvian Government increased its ambitious to reduce GHG, and presented to the UNFCCC the updated NDC commitments which will achieve a 40% reduction of GHG emissions by 2030[1].

The Government of Peru requested support from the NDC Partnership, as part of the Climate Action Enhancement Package (CAEP), which was launched in early 2020. Under the CAEP, NDC Partnership members were invited to submit requests for support in August 2019 and January 2020. Requests for assistance were screened by the NDC Partnership and circulated to implementing partners – among them GGGI – to explore their interest and ability to support them.

GGGI technical assistance to the Ministry of the Environment was focused in four Country Request:

  1. Development of procedures to monitor and report on adaptation measures, its electronic processes, and database.
  2. Development of the baselines of priority sector to update Peru’s NDC and assess strategies to develop low long-term GHG emissions.
  3. Develop GHG inventory guidelines.
  4. Develop a technical proposal for the long-term ENCC2050, which will guide and promote the implementation and updating of Peru´s Nationally Determined Contributions.

Key Achievements

Country request 1:

  • Preparation of the NDC baseline focused on fishing and aquaculture.
  • Monitoring and evaluation software module for the adaptation measures of the Fisheries and Aquaculture NDC.
  • SWOT strategy matrix for M&E in the Water sector, the implementation of enabling conditions and indicators of products and measures.
  • Operational model and prototype for M&E of adaptation measures of the sectors involved in the NDC Forests thematic area.

Country request 2:

  • Support the preparation of mitigation measures and analysis on long-term scenarios for Peru’s 2050 Low-Carbon Development Strategy.

Country request 3:

  • MINAM developed the estimation of Greenhouse Gases (GHG) for four prioritized regions, together with the elaboration of instructional guidelines for GHG estimation.
  • GGGI supported the development of a methodology and implementation guideline for GHG emission calculation, based on the revised INGEI, at the regional level, including the application of the selected methodology for the quantification of GHG emissions for each of the country’s regions.

Country request 4:

  • Development of the Climate Change Adaptation Roadmap on Domestic Water Use.
  • Coordination of the development of the ENCC2050.
  • Support the dissemination of the National Adaptation Plan (NAP), and its articulation with the ENCC2050.

Lessons learned

GGGI provided technical assistance and facilitated coordination between MINAM and the stakeholders involved, to ensure the implementation and quality of the activities of each deliverable. This methodology required a lot of effort, in order to monitor and review each activity, and to provide timely and good technical information. This way of work was beneficial for MINAM because government resources are usually insufficient to cover costs related to the update and development of tools to reach NDC measures within a reasonable timeline, and related costs.

It was a key success factor that we (GGGI and MINAM), jointly developed the terms of reference for each consultancy. This ensured that the government’s needs were clearly reflected during the tender process, securing an appropriate service performance, close monitoring, and product development.

It was vital for MINAM to work alongside GGGI, since we were able to assist them to work alongside the different government sectors, as communication between them is often not effective. As a result, GGGI was able to use its expertise by developing synergies across multi-sector government organizations.
